Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana kinerja keuangan pemerintah daerah Provinsi Jawa Barat dengan menggunakan Analisis Rasio Keuangan terhadap Anggaran Pendapatan dan Belanja Daerah tahun anggaran 2014-2017. Kinerja keuangan pemerintah daerah adalah pengeluaran atau hasil dari suatu kegiatan atau program yang akan atau sudah dicapai sehubungan dengan penggunaan anggaran daerah dengan kuantitas dan kualitas yang terukur, kemampuan daerah dapat diukur dengan menilai efisiensi atas pelayanan yang telah diberikan kepada masyarakat. Penelitian ini menggunakan data sekunder yang didapat dari website www.djpk.depkeu.go.id. Analis rasio yang digunakan untuk mengukur kinerja keuangan pemerintah daerah adalah menggunakan Rasio Kemandirian Keuangan Daerah, Rasio Efektivitas PAD, Rasio Efisiensi Keuangan Daerah, Rasio Keserasian, dan Rasio Perumbuhan. Berdasarkan hasil dari penelitian, Kinerja keuangan pemerintah daerah Provinsi Jawa Barat jika dilihat dari rasio kemandirian keungan daerah termasuk dalam kriteria hubungan delegatif. Dilihat dari rasio efektivitas PAD masuk dalam kategori sangat efektif. Dilihat dari rasio efisiensi keuangan daerah, Provinsi Jawa Barat termasuk dalam kategori efisien. Dilihat dari rasio keserasian, antara rasio belanja operasi dan belanja modal masih belum seimbang. Dilihat dari rata-rata rasio pertumbuhan Provini Jawa Barat menunjukkan pertumbuhan postif. Kata Kunci : Kinerja Keuangan Pemerintah Daerah, Rasio Kemandirian Keuangan Daerah, Rasio Efektivitas PAD, Rasio Efisiensi Keuangan Daerah, Rasio Keserasian, dan Rasio Pertumbuhan. ABSTRACT This study aims to find out how the financial performance of the regional government of West Java Province by using Analysis of Financial Ratios to the Budget Revenue and Expenditure Area budget year 2014-2017. The financial performance of regional government is the expenditure or results of an activity or program that will or has been achieved in connection with a measured quantity and quality, the ability of the region can be measured by assessing the efficiency of the services that have been provided to the community. This study uses secondary data obtained from the website www.djpk.depkeu.go.id. Ratio analysis used to measure the financial performance of regional governments is to use the Regional Financial Independence Ratio, PAD Effectiveness Ratio, Regional Financial Efficiency Ratio, Harmony Ratio, and Growth Ratio. Based on the results of the study, the financial performance of the regional government of West Java Province when viewed from the ratio of regional financial independence included in the criteria of delegative relations. Judging from the ratio of effectiveness of PAD included in the category of very effective. Judging from the ratio of regional financial efficiency, West Java Province is included in the efficient category. Viewed from the harmony ratio, the ratio of operating expenditure and capital expenditure is still not balanced. Judging from the average growth ratio of West Java Province shows positive growth.
