Abstract
ABSTRAK Penelitian ini bertujuan untuk mengetahui pengimplementasian pengelolaan dana desa yang dilakukan oleh Pemerintah Desa Iwul dalam sudut pandang amanah serta mengetahui hambatan atau kendala apa saja yang dihadapi oleh Pemerintah Desa Iwul dalam mengelola dana desa. Penelitian ini menggunakan metode pendekatan kualitatif. Sumber data yang digunakan yakni data primer yang diperoleh dengan wawancara langsung kepada para informan penelitian yang tediri atas; Kepala Desa, Sekretaris Desa, dan Bendahara Desa. Data sekunder yang digunakan diperoleh dari beberapa dokumen terkait dengan pengelolaan dana desa dan amanah. Metode analisis yang digunakan dengan cara mengumpulkan data hasil wawancara, yang kemudian direduksi dari data hasil wawancara sebelumnya, yang pada akhirnya dilakukan sebuah penarikan kesimpulan dari penyajian data yang sudah ada. Berdasarkan data yang telah dikumpulkan dan hasil pembahasan penelitian hingga akhirnya penarikan kesimpulan menyatakan bahwa hasil penelitian ini adalah sebagai berikut: 1) Implementasi pengelolaan dana desa yang dilakukan oleh Pemerintah Desa Iwul Kecamatan Parung Kabupaten Bogor sudah baik dan sesuai dengan peraturan Permendagri Nomor 20 Tahun 2018 tentang pengelolaan keuangan desa yang dimulai dari tahap perencanaan, pelaksanaan, penatausahaan, pelaporan, dan pertanggungjawaban. Seluruh kegiatan yang menyerap anggaran dana desa disesuaikan dengan kebutuhan dan keinginan masyarakat dengan mengedepankan prinsip transparansi, akuntabilitas, dan pastispatif, 2) Dalam menjalankan roda pemerintahan Desa Iwul telah sesuai dengan amanat masyarakat yang tercermin dari penerapan sifat dan suri tauladan Nabi Muhammad SAW yakni Amanah, Siddiq, Tabligh, dan Fathanah, implementasi berupa pemberdayaan dan pembinaan masyarakat desa juga sesuai konsep Syariah Enterprise Theory, 3) Hambatan dan kendala yang dihadapi oleh Pemerintah Desa Iwul terkait dengan pengelolaan dana desa tidak menemui masalah yang sulit, semua masalah yang dihadapi dapat diatasi dengan kebijakan yang efektif dan efisien yang dikeluarkan oleh Pemerintah Desa Iwul. Kata Kunci : Pengelolaan, Dana Desa, Pemerintah Desa, dan Amanah ABSTRACT This research aims to determine the implementation of village funds management carried out by Iwul Village Government within the perspective of amanah and to discover what hindrance or obstacles are faced by the Iwul Village Government in managing village funds. This research use a qualitative method. Primary data sources were obtained from direct interviews with research informants consisting of: Headman, Village Secretary, and Village Treasurer. Secondary data was obtained from several documents related to the management of village funds and mandates. The analytical methode used by collecting data from previous interviews, which in the end a conclusion is drawn from the presentaion of existing data. Based on data that has been collected and the results of the study, it is concluded that the results of this research are: 1) The implementation of village funds management carried out by Iwul VillageGovernment, Parung District Bogor Regency is proper and in accordance with the Minister of Regulation (Permendagri) Number 20, 2018 coconcerning village financial management starting from the planning, implementation, administration, reporting, and accountability stages. All activities financed by the village funds budget are ajusted to the needs and wishes of community and put forward the principles of transparency, accountability, and partisipatory, 2) In carryng outs the duties, the Iwul Village Government is in the line with with the mandates of the community which is reflected in the application of the characteristics and role models of Prophet Muhammad SAW, namely amanah, siddiq, tabligh, and fathanah, that implementation of empowerment and development of rural communities is also in accordance with the concept of Sharia Enterprise Theory, 3) The Iwul Village Governement didn’t encounter significant obstacles and hidrances related to the management of village funds, all problems were solved by effectve and efficient policies issued by the Iwul Village Government.
