Abstract

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi pelayanan prima baik secara langsung maupun tidak langsung. Variabel-variabel yang digunakan dalam penelitian ini adalah Sistem Tata Kerja, Tradisi Institusi, Implementasi Kebijakan dan Pelayanan Prima. Penelitian ini dilakukan pada Kantor BPK Perwakilan Provinsi DKI Jakarta. Instrumen pengumpulan data dalam penelitian ini menggunakan kuesioner yang diukur dengan skala likert. Pengambilan sampel dilakukan dengan menggunakan proportionate stratified random sampling yang menghasilkan 87 Auditor sebagai sampel penelitian dari populasi sebanyak 112 Auditor. Metode penelitian yang digunakan dalam penelitian ini adalah Analisis Jalur Model Dekomposisi. Hasil penelitian menunjukkan bahwa variabel Sistem Tata Kerja dan Budaya Organisasi berpengaruh positif dan signifikan secara langsung terhadap Implementasi Kebijakan, variabel Sistem Tata Kerja dan Tradisi Institusi dan Implementasi Kebijakan berpengaruh langsung dan signifikan terhadap pelayanan prima. Variabel Implementasi Kebijakan terbukti dapat memediasi pengaruh Sistem Tata Kerja dan Tradisi Institusi Atas Pelayanan Prima. This study aims to analyze the factors that affect excellent service either directly or indirectly. The variables used in this research are Work System, Organizational Culture, Policy Implementation and Excellent Service. This research was conducted at the BPK Representative Office of DKI Jakarta Province. The data collection instrument in this study used a questionnaire measured by a Likert scale. Sampling was carried out using proportionate stratified random sampling which resulted in 87 auditors as the research sample from a population of 112 auditors. The research method used in this study is Path Analysis of the Decomposition Model. The results showed that the variables of the Work System and Organizational Culture had a direct and significant positive effect on Policy Implementation, the Work System and Organizational Culture and Policy Implementation variables had a direct and significant effect on excellent service. The variable of Policy Implementation is proven to be able to mediate the influence of the Work System and Organizational Culture on Excellent Service.
