Abstract

ABSTRAK Penelitian ini bertujuan untuk menguji pengaruh pendapatan asli daerah, dana perimbangan dan sisa pembiayaan anggaran terhadap belanja daerah pada Pemerintah Kabupaten dan Kota di Provinsi Aceh baik secara parsial maupun simultan. Penelitian ini menggunakan pendekatan kuantitatif. Populasi dari penelitian ini adalah pendapatan asli daerah, dana perimbangan, sisa pembiayaan anggaran dan belanja daerah pada pemerintah kabupaten dan kota di Provinsi Aceh. Sampel ditentukan menggunakan census sampling, dengan jumlah daerah sebanyak 18 Kabupaten dan 5 Kota, sehingga total observasi penelitian ini sebanyak 92 observasi. Data yang digunakan berupa data sekunder. Teknik pengumpulan data menggunakan studi dokumentasi. Metode analisis yang digunakan adalah analisis statistik deskriptif, uji asumsi klasik, analisis regresi linear berganda Fixed Effect Model. Pengujian hipotesis yang digunakan adalah uji t, uji F dan koefisien determinasi (R2) dengan alat uji Software Eviews versi 10. Hasil penelitian menunjukkan bahwa secara parsial, pendapatan asli daerah berpengaruh terhadap belanja daerah. Dana perimbangan berpengaruh terhadap belanja daerah. Sisa pembiayaan anggaran tidak berpengaruh terhadap belanja daerah. Hasil penelitian menunjukkan bahwa secara simultan, pendapatan asli daerah, dana perimbangan dan sisa pembiayaan anggaran berpengaruh terhadap belanja daerah dengan memberikan pengaruh sebesar 97,10%. Kata Kunci : Belanja Daerah, Pendapatan Asli Daerah, Dana Perimbangan dan Sisa Pembiayaan Anggaran ABSTRACT This study is aimed at examine the effect of original local revenue, balance funds and rest of budget financing on regional expenditure for District and City Governments in Aceh Province either simultaneously or partial. This study uses a quantitative approach. The population of this study is original local revenue, balance funds, rest of budget financing and regional expenditure on district and city governments in Aceh Province. The sample was determined using census sampling, with a total of 18 districts and 5 cities, so that the total observation of this study was 92 observations. The data used in the form of secondary data. Data collection techniques using study documentation. The analytical method used is descriptive statistical analysis, the classic assumption test, the Fixed Effect Model multiple linear regression analysis. Testing the hypothesis used is the t test, F test and the coefficient of determination (R2) with the Software Eviews test version 10. The results showed that partially, original local revenue affect regional expenditure. Balance funds affect regional expenditure. Rest of Budget Financing does not affect on regional expenditure. The results showed that simultaneous, original local revenue, balance funds and rest of budget financing affect regional expenditure by contributing an effect of 97.10%.
