Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektivitas dan efisiensi penggunaan sistem aplikasi perencanaan e-desk pada ditjen P2P Kementerian Kesehatan RI. Penelitian ini menggunakan jenis penelitian deskriptif pendekatan kualitatif, dengan menggunakan metode study kasus. Penelitian ini dilakukan pada sebuah Direktorat Jenderal Pencegahan dan Pengendalian Penyakit, Kemenkes RI yang mengimplementasikan sebuah sistem aplikasi pada kegiatan rutin desk pagu anggaran. Prosedur pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi kegiatan desk/review RKA-KL. Observasi dilakukan pada kegiatan desk pagu anggaran, wawancara dengan menggunakan 11 narasumber sebagai pengguna aplikasi dan telaah dokumen realisasi sebagai triangulasi data kegiatan penyelenggaraan desk/review RKA-KL. Analisis data dilakukan dengan cara membandingkan teori efektifitas dan efisiensi dengan realita yang ada di lapangan serta membandingkan dengan penelitian terdahulu. Hasil penelitian membuktikan bahwa: (1). Penggunaan sistem aplikasi e-desk mampu meningkatkan efektifitas kerja bagi penggunanya. (2). Aplikasi e-desk terbukti meningkatkan efisiensi anggaran pemerintah dengan menekan biaya penyelenggaraan kegiatan desk pagu alokasi periode tahun 2020-2021 pada Direktorat Jenderal Pencegahan dan Pengendalian Penyakit, Kementerian Kesehatan RI. (3). Manfaat lain dari penggunaan sistem aplikasi e-desk merupakan kelebihan yang dimiliki oleh sebuah sistem informasi berbasis elektronik yang diterapkan pada sebuah proses kegiatan yang rutin dilakukan dapat merubah budaya kerja pada sebuah instansi pemerintahan. Kata Kunci: Efektivitas, Efisiensi, Sistem Aplikasi E-desk ABSTRACT This research aims to analyze the effectiveness and efficiency of the use of e-desk planning application systems at the Directorate General of P2P-The Ministry of Health, RI. This research uses a descriptive type of research qualitative approach, using case study methods. This research was conducted at a Directorate General of Disease Prevention and Control, Ministry of Health which implements an application system on routine allocation desk activities. Data collection procedures are carried out by observation, interview and documentation of RKA-KL desk/review activities. Observations were made on the allocation ceiling desk activities, interviews using 11 sources as application users and reviewing realization documents as triangulation of RKA-KL desk/review activities. Data analysis is done by comparing the theory of effectiveness and efficiency with the realities on the ground and comparing with previous research. The results of the study prove that: (1) The use of e-desk application systems is able to increase the effectiveness of work for its users. (2) The e-desk application is proven to increase the efficiency of the government budget by reducing the cost of organizing the allocation ceiling desk activities for the 2020-2021 budget year period at the Directorate General of Disease Prevention and Control, Ministry of Health. (3) Another benefit of using an e-desk application system is the advantages possessed by an electronic-based information system applied to a routine process can change the work culture of government agencies in organizing an activity.
