Abstract

ABSTRAK Kebijakan Otonomi daerah atau Desentralisasi telah membawa perubahan besar terhadap pola pemerintahan daerah. Pemerintah daerah dituntut untuk lebih memaksimalkan potensinya dalam mengelola pemerintahan, karena dengan otonomi daerah ini pemerintah daerah memiliki peran yang lebih dominan dibanding sebelumnya. Salah satu isu penting dalam otonomi daerah ini adalah kemampuan pemerintah daerah dalam memenuhi kebutuhan belanja nya. Selain itu pemerintah daerah dituntut untuk memiliki program pembangunan yang nyata terasa dimasyarakat, diantaranya dengan memprioritaskan alokasi belanja modal. Penelitian ini bertujuan untuk menguji pengaruh pendapatan asli daerah yang merupakan sumber penghasilan asli dari pemerintah daerah dan dana perimbangan yang merupakan dana transfer dari pemerintah pusat yang ditujukan pemerintah daerah berpengatuh terhadap belanja modal pemerintah provinsi jawa barat.Populasi dari penelitian ini adalah provinsi jawa barat dari tahun 2014 sampai 2017. Model analisis yang digunakan adalah regresi linear berganda. Menggunakan aplikasi statistik Eviews untuk membantu analisis data dan teknik analisis yang digunakan yaitu uji deskriptif, uji asumsi klasik dan Uji Hipotesis. Data yang digunakan dalam penelitian ini berupa data sekunder. Data diakses dan diunduh melalui situs kementrian keuangan. Hasil penelitian dari uji f membuktikan bahwa adanya pengaruh pendapatan asli daerah dan dana perimbangan secara simultan berpengaruh signifikan pada belanja modal, dari hasil uji t menunjukkan bahwa variabel pendapatan asli daerah dan dana perimbangan berpengaruh signifikan terhadap belanja modal. Kata Kunci: Pendapatan Asli Daerah, Dana Perimbangan, Belanja Modal Regional Autonomy policy or Decentralization had been brought major changes to the pattern of regional government. The regional government is required to maximize the potential in managing the government, because with this regional autonomy the regional government has more dominant role than before. One of important issues in regional autonomy is the ability of local government to meet their expenditure needs. Moreover, the local government is required to have a development program that is evident in the community, including by prioritizing the allocation of capital expenditure. This study aimed to examine the effect of local revenue which is the original source of income from the local government and the balancing fund which is a transfer fund from the central government which is addressed by the regional government to the capital expenditure of the West Java provincial government. The population of this study was the province of West Java from 2014 to 2017. The analysis model used was multiple linear regression. Using the Eviews statistical application to help data analysis and analysis techniques used are descriptive test, classic assumption test and hypothesis test. The data that use in this study is secondary data. Data is accessed and downloaded by the Ministry of Finance website. The results of the f test prove that the influence of local revenue and balancing funds simultaneously have a significant effect on capital expenditure, from the results of t test shows that the variables of local revenue and balance funds have a significant effect on capital expenditure.
