Abstract
ABSTRAK Pengelolaan aset tetap daerah merupakan upaya meningkatkan efisiensi, efektifitas dan menciptakan nilai tambah dalam mengelola aset, menjadi modal awal bagi pemerintah daerah untuk melakukan pengembangan kemampuan keuangannya serta dapat menunjang peran dan fungsi pemerintah daerah sebagai pemberi pelayanan publik kepada masyarakat. Penelitian ini bertujuan untuk mengetahui efektivitas pengelolaan aset tetap (Barang Milik Daerah) berdasarkan PERMENDAGRI No. 19 Tahun 2016 dan untuk mengetahui hambatan dalam pengelolaan asset tetap (Barang Milik Daerah) pada Kantor Suku Dinas Sumber Daya Air Kepulauan Seribu. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian ini membuktikan bahwa efektivitas pengelolaan aset tetap (Barang Milik Daerah) pada Kantor Suku Dinas Sumber Daya Air Kepulauan Seribu sudah dijalankan dengan baik dan efektif, akan tetapi belum semua terlaksana dengan maksimal seperti pemanfaatan barang milik daerah Suku Dinas Sumber Daya Air Kepulauan Seribu hanya sebatas pada pemanfaatan pinjam pakai, pengamanan yang dilakukan Suku Dinas Sumber Daya Air Kepulauan Seribu belum melakukan pengamanan hukum, kurang nya pengawasan , dan tidak ada pembinaan mengenai pengelolaan aset di Suku Dinas Sumber Daya Air Kepulauan Seribu dan juga didapat hambatan-hambatan dalam pengelolaan aset tetap (Barang Milik Daerah) pada Kantor Suku Dinas Sumber Daya Air Kepulauan Seribu. Kata Kunci : Efektivitas, Pengelolaan Aset Tetap (Barang Milik Daerah) ABSTRACT Regional fixed assets management is an effort to increase efficiency, effectiveness and create added value in managing assets, become initial capital for local governments to develop their financial capacity and can support the role and function of local governments as providers of public services to the community. This study aims to determine the effectiveness of the management of fixed assets (Regional Property) based on PERMENDAGRI No. 19 of 2016 and to find out obstacles in the management of fixed assets (Regional Property) at the Suku Dinas Sumber Daya Air Kepulauan Seribu. The method used in this research is descriptive qualitative. Data collection techniques are carried out by observation, interviews and documentation. The results of this study prove that the effectiveness of the management of fixed assets (Regional Property) at the Seribu Islands Water Resources Office has been carried out properly and effectively, but not all have been maximally implemented such as the utilization of regional property of the Seribu Islands Water Resources Service. limited to the use of borrow and use, the security carried out by the Seribu Islands Water Resources Office has not carried out legal safeguards, lack of supervision, and there is no guidance regarding asset management in the Suku Dinas Sumber Daya Air Kepulauan Seribu service and obstacles in managing fixed assets (Regional Property) at the Suku Dinas Sumber Daya Air Kepulauan Seribu Keywords : Effectiveness, Management of Fixed Assets (Regional Property)
